The Eight European Housing First Principles
The European Housing First Guide articulates eight core principles that define the model in the European context:
1 · Housing as a human right
Access to housing is unconditional and not dependent on behavioural compliance or treatment participation.
2 · Choice and control for service users
Individuals actively participate in housing selection and support planning.
3 · Separation of housing and treatment
Tenancy agreements are not linked to mandatory service engagement.
4 · Recovery orientation
Emphasis on autonomy, wellbeing, social participation and long-term stability.
5 · Harm reduction
Substance use is addressed pragmatically; abstinence is not a prerequisite.
6 · Active engagement without coercion
Support is proactive, but voluntary.
7 · Person-centred planning
Support is tailored to individual goals and circumstances.
8 · Flexible support for as long as needed
Support intensity adapts over time but is not time-limited by design.
These principles distinguish Housing First from transitional or conditional housing approaches.
