Policy as Enabler — or Constraint
Policies can:
Enable integration through aligned funding and shared objectives.
Constrain integration through rigid sectoral separation.
The presence of a national strategy does not automatically guarantee operational integration.
Conversely, even in the absence of comprehensive national reform, local actors can pilot and gradually institutionalise integrated approaches.
Implementation is therefore dynamic.
It evolves through interaction between:
Policy frameworks
Economic incentives
Legal structures
Professional leadership
Local innovation
