The SCIROCCO Maturity Model
Reflecting on Readiness for Integrated Care
Integrated care is not a binary condition. Systems are not either integrated or fragmented. They evolve along a continuum of maturity.
To understand where a system stands — and what development is realistic — structured reflection tools are useful.
One such tool is the SCIROCCO Maturity Model.
What Is the SCIROCCO Model?
The SCIROCCO Maturity Model is a structured self-assessment framework designed to help regions and organisations evaluate their readiness for integrated care.
It does not measure clinical quality. It assesses system-level maturity across multiple domains.
It was developed to:
Support strategic dialogue across sectors
Identify strengths and weaknesses
Facilitate shared understanding
Guide prioritisation of reform steps
Results are typically visualised using a radar chart, showing relative maturity across dimensions.
It is important to emphasise:
SCIROCCO is not a certification mechanism. It is a structured reflection tool.
