Evidence Base and Health Outcomes
Housing First is one of the most rigorously evaluated homelessness interventions globally.
Evidence consistently demonstrates:
Housing retention rates of(and higher)80–90%
Reduced emergency department utilisation
Fewer hospital admissions
Improved mental health stability
Reduced substance-related harm
Increased perceived autonomy
Improved continuity of care
In contrast, traditional staircase or treatment-first models frequently show significantly lower long-term housing retention among individuals with complex needs.
TREATMENT-FIRST MODEL
Stability → Earned housing
HOUSING FIRST MODEL
Housing → Stability → Recovery
From an IHSC perspective, Housing First directly stabilises a primary social determinant of health.
