Housing First in Central and Eastern Europe (CEE)
In Central and Eastern Europe, Housing First is emerging within systems historically dominated by emergency and temporary accommodation models.
Implementation in the region often involves:
PILOT PROJECTS
MUNICIPAL OR NGO-LED INITIATIVES
CAPACITY-BUILDING PROGRAMMES
TRANSLATION AND ADAPTATION OF THE EUROPEAN HOUSING FIRST GUIDE
Examples include:
Evidence-informed housing-led initiatives inCzech cities
Early-stage pilots and system-building efforts inCroatia
Growing regional policy discussions about shifting from emergency models toward housing-led strategies
However, CEE contexts face structural constraints:

Limited affordable and social housing supply

Fragmented governance between housing, health and social sectors

Limited multidisciplinary support infrastructure

Insufficient long-term funding streams

In these settings, the risk exists that housing-led initiatives may provide housing without sustained integrated support — thereby diverging from full Housing First fidelity.
