European Implementation Contexts
Housing First implementation across Europe reflects diverse governance and housing systems.
Finland
FINLAND
Finland is widely recognised as the most comprehensive national example of Housing First implementation in Europe. The approach was embedded within national homelessness strategy, replacing large shelters with permanent housing combined with support services. Strong state coordination, sustained political commitment and investment in social housing have contributed to significant and sustained reductions in long-term homelessness.
Denmark
DENMARK
Denmark adopted Housing First nationally within a decentralised municipal system. Outcomes vary depending on local implementation capacity and support intensity.
France
FRANCE
France implemented large-scale Housing First programmes targeting individuals with severe mental illness. Evaluation demonstrates strong housing retention and improved health outcomes.
Ireland
IRELAND
Ireland scaled Housing First in response to rising urban homelessness, combining housing provision with multidisciplinary support teams.
Austria
AUSTRIA
Austria has moved from pilot initiatives toward stronger federal coordination of Housing First (e.g., BAWO; programmes such as "housing first austria – arriving home" and WOHNSCHIRM Housing First). Implementation operates across several federal states, with increasing policy alignment at national level, while regional housing markets continue to shape practical delivery.
